[Circle] Managing Circle settings

We will allow "Circle Admin" (Administrator at the Circle level) to choose specific settings for their circle: - Elected roles (Among the Roles of the circle) - Roles who assign members (Among the Roles of the circle or eventually all members) - Decision-making Process (Open mode or Consent mode, delay) These settings will be accessible only if the administrator allows to overwrite the [general circle settings](https://trello.com/c/pH0QQVl2/380-admin-managing-circle-settings) defined for the company at the circle level.
